U.S. Customs and Border Protection Selects 3CE to Enable "10+2" Initiative

MONTREAL -- (September 14, 2009) - The United States Department of Customs and Border Protection has signed an agreement to use 3CE in support of its Importer Security Filing initiative.

Under the Importer Security Filing initiative (ISF, or more familiarly "10+2"), importers are legally obligated to submit details about their shipment to customs 24 hours prior to loading at the port of export. One of the required data elements is the six-digit Harmonized System (HS) commodity code.

The ISF initiative was launched in response to concerns within Customs about the quality and utility of commodity data used for targeting and risk assessment. With ISF, this concern has been supplanted by worries about HS classification accuracy.

HS classification is widely acknowledged to be a difficult and error-prone process.

In selecting 3CE, U.S. Customs and Border Protection is determined to make commodity classification easier  and to ensure that advance commodity reporting is accurate and reliable.
