Collectively, 3CE’s management team has more than 50 years of experience in international trade affairs. The company’s Advisory Board is comprised of globally-recognized HS classification authorities, including former officials from the World Customs Organization, and both U.S. and Canadian Customs. 3CE is constantly updated by our team of devoted engineers, and customs experts to ensure that ever-changing HS codes, trade regulations, and customs duties are up to date and accurate.

A word from Stephen Yanow

  • 3CE was created to specifically target the chronic problems of high error rates in commodity classification and substandard commodity reporting. Since our inception, we have relentlessly pursued the holy grail of cross-border trade: fully-automated, accurate tariff classification. We are committed to enabling comprehensive, cost-effective customs compliance for any product shipped from anywhere to anywhere. Our commodity classification and HS code verification solutions are currently used by a variety of organizations worldwide, including government agencies, multinational corporations, e-commerce enablers, global trade management software companies, and postal agencies.
  • Mr. Yanow is the founder, President and driving force behind Global Remissions, North America's most successful marketplace for transferable trade entitlements. As such, he has been critically involved in understanding and shaping trade policies for Canadian textiles companies for over 25 years. For almost 10 years he has narrowed his focus to understanding and creating solutions for entities involved with the World Customs Organization's Harmonized System. Mr. Yanow is an alumnus of Harvard Business School (OPM 33), he sits on the board of the Linda Elizabeth Hazen Endowment Fund and he is involved in many other charities both in Montreal and Vermont. He and Linda, his wife of 35 years, reside in Montreal, Quebec and Stowe, Vermont.

  • 3CE automates the task of Harmonized System commodity classification by bridging the huge gap between how products are described by industry and how they are expressed in customs tariff schedules worldwide. Our technologies have been developed under the watchful eye of leading authorities in the world of HS Classification, including a former director of Tariff and Trade Affairs at the World Customs Organization, a former head of the Harmonized System Committee at the WCO, and a former Senior Counsel at the U.S. Customs Office of Regulations and Rulings. 3CE software development activities are conducted by a team of fifteen IR and NLP specialists at our primary facility in Montreal, and by dozens of domain experts around the world.
  • Mr. Rotchin is a founder of theQuotaExchange.com, the world's first vendor neutral web-based marketplace for tariff preference level quotas. During the past decade, he has contributed to the development of domestic tariff policy in Canada; he has appeared as an expert witness before several parliamentary committees including the Senate Banking, Trade and Commerce Committee, the Commons International Trade Committee, and the Commons Industry, Science & Technology Committee. Mr. Rotchin is a member of the World Bank's Global Facilitation Partnership for Transportation and Trade, and the U.S. Customs and Border Protection Trade Support Network. He also sits on the Board of the Sam Solomon Charitable Trust, an organization devoted to helping disadvantaged children. He lives with Shari, his wife of 18 years and their daughter Katie, in Westmount, Quebec.
